I forgot to show you I finished the lining in the hat top after I added the tulle on top!

Step 20. Lining the top. Cut a strip of lining fabric the width of the depth of the hat top sides, plus half the distance from the top side to the center of the of the top, plus 1.5 inches. The length of the strip should be the circumference of the hat top where it meets the brim, plus an inch.
Step 21. fold over .5" on each long side, iron folds.
Step 22. On one long edge, with edge folded make a line of gathering stitches close to the fold. Leave gathering thread long an ungathered at this point. This edge will be gathered at the center of the hat.
Step 23. The other edge is hand sewn around the top/brim edge with the fold mark as a sewing line. (The edge of the side sewn should be down, the fold mark being just below brim edge so it will not show later, and the rest of the fabric with the gathering line will be above the hat top.)
Step 24. After the lining is sewn to the brim edge, finish the ends of the lining strip by sewing together. Finish by folding the fabric down into the hat top, pull the fabric into the center with the gathering thread and tie off.
Now it is finished!
